Bonita Coleman-Potter, deputy superintendent of Jackson Public Schools in Mississippi, has been selected by the Prince George's County school board to become the deputy superintendent for county public schools, officials announced today.

Coleman-Potter's school district in Mississippi has about 31,000 students. Previously, she served as an associate state superintendent in Mississippi's Department of Education.

According to her biography on the Broad Superintendents Academy Web site, Coleman-Potter has a bachelor's degree from Tougaloo College in Mississippi, a master's degree from the University of Mississippi and a doctorate from Jackson State University.

Antonio L. Jones of Largo, co-owner of a management training and consulting business, has been nominated to succeed Juanita Miller as one of three Prince George's representatives on the six-member Washington Suburban Sanitary Commission governing board.

Prince George's County Executive Jack B. Johnson (D) named Jones, who manages his company P3 Consulting, in a letter to County Council members dated June 22.

Cheye Calvo to respond to review of raid

The small-town mayor whose home was raided by Prince George's County sheriff's deputies says he will announce his next steps in response to a report authorities released about the incident.

Berwyn Heights Mayor Cheye Calvo says he will hold a 1 p.m news conference Monday to discuss his plans.

Calvo declined to provide details about what he plans to do now, but reiterated that law enforcement agencies have refused to release evidence and other reports he has requested.

Sheriff Jackson on the Calvo raid

This is a list of reports about Sheriff Michael Jackson's statement on the 29 Jul 2008 raid on the home of Mayor Calvo of Berwyn Heights.  The Sheriff's full statement and press release do not appear to be online--the most recent press release posted by the Office of the Sheriff on the county web site is dated 18 Oct 2007.

I will have additional comments on the Sheriff's investigation later, but I would note now that:
  • The "investigation"  simply repeats the story from Sheriff Jackson's previous statements .
  • Sheriff Jackson apparently does not believe that the U.S. and Maryland Constitutions, which he swore to follow, contain rules that govern his department's behavior, and
  • This was NOT an independent investigation but rather one where the government organization and public officials are attempting to absolve themselves of wrongdoing.  I find the Sheriff's statement about as convincing as any statement by any accused criminal claiming innocence.

County workers protest furloughs, layoffs

Comment: The county worker featured in this story apparently is unhappy that tax revenues are not enough to keep paying his entire salary. But, he clearly thinks taxes are already too high because that's why he moved out of the county. Where does he think money to stop furloughs and layoffs will come from? Does he expect the "little people or ... middle income" residents who remained behind to pay the higher taxes he decided to avoid. He may be a victim of the county's economic woes, but he is also part of the problem.

Donald Brown, who has worked for 20 years for the Prince George's County Department of Transportation, is about to face his second round of furloughs. With four children to care for, Brown isn't sure whether he or his coworkers can handle another 10 days of unpaid leave.

"It affects mortgage payments, daycare and car payments," he said. "This is money we count on."

Brown, along with 50 members of a local labor union, rallied June 10 outside the County Administration Building protesting the Prince George's County plan to lay off 55 people starting July 1.

Brown said he had lived in Prince George's all his life and owned a home in Morningside but was forced to move his family to Charles County last year, due to increasing taxes.

"The county isn't looking out for the little people or those in the middle income," he said. "We were pushed out of the county."

Jerry N. Johnson, who oversaw the D.C. Water and Sewer Authority when high levels of lead were found in the city's water, was chosen today for the top post at the Washington Suburban Sanitary Commission, the troubled Maryland utility whose underground water pipes have been breaking in record numbers.

Johnson, WASA's general manager for 12 years, is set to resign from WASA this summer. WASA's board of directors voted in April to buy him out of his $230,000 annual contract a year early, a decision that one District council member said was aimed at restoring public confidence after the way the lead discovery was handled five years ago.

Right now, we see three credible candidates in the hunt: former Delegate Rushern Baker (D-22B), who nearly defeated term-limited incumbent Jack Johnson in 2006, Senator C. Anthony Muse (D-26) and State's Attorney Glenn Ivey. A few months ago, we picked Ivey as the early leader, partially because Baker's and Muse's finances were in terrible shape. But there is a long time to go in this race. Montgomery County residents have a lot at stake here because Prince George's dysfunction often spills over the border, especially with regards to WSSC. Most of our spies with an opinion favor Ivey, with one calling the dropoff between him and the other Prince George's politicians "huge." 
The other nine questions all relate to Montgomery County.

The Washington Suburban Sanitary Commission's governing board has picked D.C. Water and Sewer Authority General Manager Jerry Johnson to lead the utility that supplies water and sewer service to most residents of Prince George's and Montgomery counties.

According to a source familiar with the commission's actions during a closed-door conference call meeting Thursday, Johnson was hired pending a background check and salary negotiations.

Johnson announced in April that he would be leaving the Washington, D.C., utility, but he had been pressured to leave after reports surfaced that residents were exposed to lead contamination during his tenure.

Johnson, who headed D.C. WASA for 12 years, was blamed for failing to tell D.C. residents that lead contamination had been found in their water in 2004 and that the health of hundreds of children was put at risk by lead exposure.

Prince George's County Councilman Thomas E. Dernoga (D-Dist. 1) of Laurel plans to run for the county state's attorney seat after his term on the council expires in 2010, he told The Gazette today.

"I've been talking to people about it, and there seems to be a fair amount of support," he said. "My policy is to bring a lot of hard work and focused attention and bring results. It's a very tough job and critical for the county."

Mike Miller Pushes for Changes in WSSC Leadership Following 2 Sewage Mishaps

Maryland Senate President Thomas V. Mike Miller Jr. raised the prospect yesterday of a state overhaul of the Washington Suburban Sanitary Commission if local leaders cannot address what he called "total incompetence" at the agency before the legislature reconvenes in January.

In a tartly worded letter to Prince George's County Executive Jack B. Johnson (D), Miller (D-Calvert) cited two recent spills of raw sewage in making a case that major changes are needed at WSSC, which provides water and sewer services to 1.8 million people in Prince George's and Montgomery counties.

"These recent events confirm that WSSC has sunk to levels of incompetence that we should all be embarrassed to see," wrote Miller, whose district includes part of Prince George's. "The needs have been well-documented and yet WSSC commissioners representing our county have sat idly by, while pipe after pipe has burst. . . . We cannot simply shrug our shoulders and accept delays and excuses for such things as raw sewage flowing into sensitive environmental areas again and again."

Sideline Bar and Grill at the Blvd at the Cap Ctr files for bankuptcy

Former Redskin's eatery files for bankruptcy; Arrington owns The Sideline in Largo.

The Sideline Bar and Grill in Largo, owned by former Washington Redskins star linebacker LaVar Arrington, has filed Chapter 11 bankruptcy.

Arrington opened the sports bar and restaurant at the Boulevard at the Capital Centre in January 2008, offering live comedy and musical performances, along with 33 televisions and a universal sports motif.

The Sideline was in the news after a 35-year-man from Bowie was shot and killed outside the restaurant March 1. At the time, Sideline management said no patrons or employees reported seeing any physical fighting inside the bar and that the fight took place 120 feet away from the front door.

Documents filed with the U.S. Bankruptcy Court in Greenbelt revealed no reason for Arrington's petition.

According to the filing, The Sideline, part of F.A.M.M. LLC, has up to an estimated $50,000 in assets and between $1 million and $10 million in estimated liabilities.

Besides $12,000 in total debt to Pepco and Washington Gas, The Sideline's largest debts are $766,268 owed to Commercial Interiors in Marriottsville and $330,142 to L.H. Cranston & Sons Inc. in Baltimore.

Calls to Arrington and his attorney were not returned.

Md. Fines Doctors Community Hospital for Failing to Report Serious Errors

Doctors Community Hospital in Prince George's County has been fined by Maryland health regulators after failing to notify them that a patient had died and that at least seven others suffered serious harm last year as a result of mistakes by the medical staff.

The 185-bed medical surgical hospital in Lanham paid the $30,000 fine last month for violating a Maryland law that requires hospitals to report serious medical errors. State officials agreed to reduce a proposed penalty of $95,000 as long as the hospital uses the remaining $65,000 to develop a patient safety program.

A top state regulator described Doctors' system of reporting errors as "seriously deficient" because of understaffing, a lack of attention to what caused patients to be injured or to die, and the absence of a system to prevent recurrences.

An inmate in a maximum-security unit of the Prince George's County jail was badly beaten this month after a guard in a control booth "inadvertently" opened his cell, allowing another inmate, an alleged member of a violent street gang, to enter the cell and assault him, officials said.

Vernon Herron , the county's director of public safety, described the incident as "inexcusable" and said it is under investigation. He said he knows of no connection between the alleged assailant and the guard.

Wilson was attacked in the same cellblock where, a year ago, Ronnie L. White was found dead in his cell less than 48 hours after he was arrested in the slaying of a county police officer. A medical examiner ruled White's death a homicide. After a lengthy investigation, State's Attorney Glenn F. Ivey (D) said there was not enough evidence to charge anyone in White's death. The Justice Department is reviewing the case.

Hornsby's ex-girfriend given probation

Ex-girlfriend of former Prince George's schools superintendent sentenced; Florida woman to serve 12 months probation, complete community service hours.

The ex-girlfriend of former Prince George's County schools superintendent Andre J. Hornsby was sentenced to 12 months probation, 200 hours of community service and $5,200 in restitution for failure to report to the IRS her sales commission from a contract with the school system in the U.S. District Court of Maryland, according to a news release from the office of the U.S. Attorney for the District of Maryland.

Sienna R. Owens, 30, of Miami Beach, Fla., worked for LeapFrog Enterprises, Inc. during the time that Hornsby served as schools superintendent. In 2004, when she was living with Hornsby, she negotiated a deal to place LeapFrog contracts in a summer school program in the district.

COUNTY TO APPEAL DENIAL OF MAINTENANCE OF EFFORT WAIVER REQUEST

UPPER MARLBORO, MD – Prince George’s County today appealed a ruling by the Maryland State Board of Education to deny the county’s waiver request of $23.6 million for Maintenance of Effort funding to the county Board of Education.

On May 15, 2009, the Maryland State Board of Education issued its opinion denying the County’s request for a waiver of the maintenance of effort funding requirement for Prince George’s County Public schools.

The County Council and the County Executive both recognized the need to fully fund the school system’s core and major functions. As a result, the County’s Fiscal Year 2010 Budget has appropriated sufficient funds to meet the maintenance of effort requirement.

The county, however, has made a decision to seek judicial review of the State Board of Education’s decision denying the request for a waiver. In pursuing judicial review of the State Board’s decision, the county is in no way seeking to reduce the funding of the Prince George’s County Public Schools as reflected in the adopted Fiscal Year 2010 Budget.

The downturn in the economy, which has been characterized by President Obama as a national crisis, presented fiscal conditions that significantly impeded the county’s ability to fully fund the maintenance of effort requirement, thereby justifying a waiver. The county believes that the State Board did not properly apply the criteria for considering a waiver request, and as a result failed to appreciate the unique circumstances faced by Prince George’s County in the current economic crisis.

The Prince George’s County Board of Education and Prince George’s County Public Schools officials have been notified of the county’s intent to appeal the ruling.

Several Annapolis insiders said Prince George's County appears to be ground zero for primary election intrigue:
For all the early speculation, Pinsky, who plans to run for re-election, predicted that at least half of the rumored challenges will not materialize.

"Talk is cheap. Sometimes talk is throw it up against the wall and see what sticks," he said. "When they start making phone calls and saying, ‘Can I count on your support for X office?' then it becomes much more real."

Incumbents usually skate to re-election, but Progressive Maryland will target some Democratic office holders, though the group's executive director, Sean Dobson, declined to say which ones.

"We're going to challenge the bad apple Democrats who are carrying water for corporate special interests at the expense of working families," he said on Thursday. "These bad apples know who they are and if they think they're safe, they need to ponder two words: Al Wynn."

Prince George’s County, Maryland… The Prince George’s County Police Department’s Criminal Investigation Division has arrested and charged Corporal Eddie Smith, Jr. with Burglary stemming from the break-in of a bank. Smith will be presented to a District Court Commissioner where his bond will be determined. Eddie Smith is a 16-year veteran of the Prince George’s County Police Department assigned to the Bureau of Patrol. He was suspended without pay.

On June 10, 2009, at approximately 3:40 a.m., police responded to the SunTrust Bank at 4635 Old Branch Avenue, Temple Hills, MD for an alarm and a report of a man inside the bank. Officers began a search for the suspect, and during the search, the suspect was located and placed under arrest. The investigation of this incident led investigators to believe that a police officer was also involved. That investigation resulted in charges being filed against Smith.

“I am disheartened that a member of our police department was charged in this incident, and I applaud the actions of our patrol officers and detectives in solving this crime,” stated Chief of Police Roberto L. Hylton. “I absolutely will not tolerate wrongdoing by any member of this agency. Bad cops have no place in our profession; they tarnish the good work that is being done by the rest of our employees. We will be very thorough in investigating this case along with any others to which this investigation may lead,” stated Hylton. In addition to the criminal investigation, an internal investigation into Corporal Smith’s actions will be conducted by the department’s Special Investigative Response Team.

That's one newspaper headline I'd love to see. I've heard lawyers say it from time to time about prosecutors who defer to a grand jury that has declined to return an indictment against a particular suspect.

The saying is probably true, with one notable exception: Prince George's County, Md., where even a ham sandwich can't get indicted. Not if it works for the county government.

Last week, Prince George's County State's Attorney Glenn F. Ivey announced no one will be prosecuted in the death of Ronnie L. White, who died in a Prince George's County detention facility in June of 2008. A brief back-story is in order.

On Friday, June 27, 2008, Prince George's County police officer Cpl. Richard S. Findley was killed after a suspect deliberately ran him over with a pickup truck. That suspect, according to police, was White. On Sunday morning, June 29, 2008, corrections officers at the jail found White "unresponsive and without a pulse" in his cell, according to news reports.

Those same news reports say that corrections officers have given two conflicting stories about how White was found. The first said that White was lying on the floor of his cell; later, an attorney for the corrections officers claimed that his clients found White hanging in his cell after he apparently committed suicide.

A coroner's report said that White had been assaulted and had broken bones in his neck, indicating he was strangled. The coroner ruled White's death a homicide. A union for corrections officers insists White's death was a suicide. A grand jury that looked into White's death but returned no indictments did not rule out suicide.

Ah, the homicide by suicide! We're all familiar with that, aren't we?

What's missing with all this talk of homicide vs. suicide and Ivey's decision not to prosecute anyone for anything is this: The issue of accountability. Prince George's County residents are owed an explanation about what happened to White, whether he was murdered or whether he committed suicide. He died in the custody of Prince George's County government workers whose duty it was to protect his life. The bottom line: those workers failed in that duty.

And this is not about being kind to suspected cop killers. It's about the rule of law. And the law clearly says how suspects are to be treated, that they're presumed innocent until proven guilty and that agents of the state or local government are not to harm them while they're in custody. What, exactly, is passing for the rule of law in Prince George's County these days?

Not much, apparently. Ditto for the notion of accountability. A guy dies in detention and officials can't tell us for sure if it was a homicide or a suicide. They can't tell us how corrections officers - whose job it is to prevent homicides and suicides--were disciplined for failing to prevent one or the other. The attitude seems to be: Guy dies in our custody, tough break, what's for lunch?

What makes this even worse is that Prince George's County is the one Maryland subdivision that can least afford this kind of bad publicity, coming as it does on the heels of what happened in the home of Berwyn Heights Mayor Cheye Calvo and his wife Trinity Tomsic last year. Remember that outrage?

Prince George's County police burst into the Calvo-Tomsic home, guns blazing, looking for marijuana, reputed to be no more harmful than tobacco or alcohol. But the marijuana was apparently harmful enough - or Calvo and his mother-in-law were - for police to fatally shoot Tomsic's two black Labrador retrievers.

Tomsic wasn't in the home at the time of the Prince George's County police department's jackboot raid, but Calvo and his mother-in-law were forced to lie spread-eagled on the floor.

Two marijuana dealers who regularly shipped their product to dwellings whose occupants had no clue about what the miscreants were doing apparently targeted the Calvo-Tomsic home. Prince George's County police officials said Calvo and Tomsic were completely innocent, apologized, but insisted cops acted appropriately.

Now we have Ivey telling us no one will be held accountable for White's death. When, exactly, did Prince George's County become some banana republic?
