An open letter to Del. Barbara Frush (D-21)

Dear Del. Frush

I could hardly believe my eyes when I read the Laurel Leader today,

The Leader quotes you as follows:

Del. Barbara Frush of Calverton said she will support
an elected board because she promised to do so, but
"maybe against my better judgment."

"Appointments present a better picture," she said,
because otherwise an elected board can become
merely "a podium for people wanting to run for higher
office."

At first I was horrified by this anti-Democratic, authoritarian sentiment coming from an elected official.

But, I got to thinking. Maybe appointments DO present a better picture. I am certain that Gov. Ehrlich and/or Pres. Bush could appoint better legislators that those of you elected by the obviouslyincompetent voters of the 21st district.

So, following your own philosophy, I am going to write to the Governor and the President and ask them to do away with elected delegates in the 21st district , substituting delegates appointed jointly by theGovernor and the President.

May I count on your support?

The appointed school board has brought stability to the school system, she said.

Gory Prince George's: Examiner poll on PG murders

Currently (February 20, 2005 only), the home page of the Washington Examiner has a rather lame poll about murders in Prince George's County.

The question is:
With PG's murder count many times that of Montgomery county, what's the answer?
and the three possible answers are:
  • The high PG murder rate is simply a reflection of lower average income.

  • The high PG murder rate is a symptom of poor police performance.

  • The high PG murder rate is a symptom of its demographics, unemployment rate and smaller tax base to support policing.
I found the question, and especially the three possible answers given, to be so simplistic as to be insulting to anybody who really thinks about the problems facing us in Prince George's County.

"The high PG murder rate is simply a reflection of lower average income."

Nonsense!

The average income may be lower than for some surrounding suburbs, but Prince George's County's average annual income is much higher than that of many of the crime-free communities throughout the country.

"The high PG murder rate is a symptom of poor police performance."

Police performance may be a minor contributing factor, but this answer would have been much better if it referred to the performance of the entire criminal justice system in the county.

Even when our police solve crimes and make arrests, prosecutors have not been effective in obtaining convictions that take criminals off the street and prevent more crime.

The States Attorneys' office, both under Ivey and earlier under Johnson, is too willing to drop charges, make deals, and put violent criminals back on the street. Ivey has a record of prosecuting citizens who try to protect themselves from violent criminals, and like his presecessor, prosecuting police officers.

Ivey's most recent police victim was acquitted by a jury, but that's not good enough for Ivey, he's looking for some loophole so that he can get away with putting the officer in double jeopardy.

The judicial system in Maryland is very much more pro-criminal and anti-victim than in Virginia.
  • Just the other day, appeals court judges threw out the second conviction of a brutal killer
  • Not many months ago, a PG magistrate refused a protective order to a very scared woman; she was murdered within hours.
  • And in the past few days, the Examiner has highlighted Maryland judgeThompson, who exemplifies the very worst of the mentality of the Maryland judiciary.
The Maryland General Assembly (especially the Prince George's County delegation) also contributes to the problem. This year and last, powerful local Delegates and Senators have: campaigned to lessen the penalty for convicted murderers, worked hard to protect illegal aliens (some of whom have connections to growing gang violence in the area), and stopped bills aimed at protecting witnesses from intimidation.

The problem is not with the police alone, but with the whole criminal justice system.

Balderdash!

Many communities across the US with similar income and employment demographics have much lower crime rates.

"Smaller tax base"? Bull! Prince George's County residents suffer just about the highest tax burden in the region or in the state.

What does it get them?
  • Poor school performance,
  • Hundreds of high-paid school administrators, some with serious ethics and criminal problems,
  • Rotting school buildings,
  • Constant construction and leasing of quality buildings for bureaucrats and judges, and
  • Glossy, expensive brochures about how the County Executive is making our communities "liveable." Try selling that idea to the families of the murder victims and the 50 per day victims of car theft in the county.
It may also be that the people of the county don't really know just how bad the murder problem is.

Only the Post and Gazette have made a long-term effort to report all Prince George's County homicides, and those two papers don't always succeed. The recent reporting of the Examiner shows promise, but they don't yet have much of a track record.

Looking at the broadcast media, WRC-4 and WJLA-7 tend to report something on the majority of county homicides, but often only an Associated Press version of a county press release. Followup is rare.

Coverage by WTOP, WTTG-5, WUSA-9, and the Times is poor, with skimpy inital reports in a minority of cases, and followup stories are all but nonexistent.

None of these outlets regularly report the information the public would need to follow a case through to arrest (if any) and conviction.

The Post, Gazette, and Examiner all have identifiable staff writers who can provide a sense of contect and continuity to homicide coverage, but they are not in charge and their beats do not seem to cover all aspects of the criminal justice system and it's effect on the homicide rate.

The lack of complete media coverage makes it impossible to really assess how the system is doing and where the failures are.

So far, the opinion pages of the Examiner have shown that there is some willingness to think independently and not repeat the same conventional wisdom--left or right--seen in the other local papers. Hopefully they will start thinking out of the box about Prince George's many problems rather than just repeating the thoughts pushed by the county's all-Democrat government that would like to keep us all from thinking seriously about their abysmal failure to protect and educate us.

Prince George's County school officials said this week there is virtually no chance the system will meet the March 31 deadline for a fiscal 2004 audit to avoid the withholding of another $10 million in state aid.

The state has so far withheld $20 million in aid because the audit had been delayed four times since Sept. 30. The school board last week fired the KPMG national accounting firm for repeatedly failing to meet deadlines for the audit.

"Realistically it will be sometime in April [before the audit is completed]," School Board Chair Bea Tignor said, adding that she hoped the process would not go beyond that time.

The Prince George's County police department is having a hard time recruiting enough qualified officers, despite a pledge from County Executive Jack B. Johnson and the County Council to dramatically increase the size of the force over the next six years.
. . .

Some applicants have not made it pass tests for prior drug use. "We're having a hard time meeting the standards with people here."

Johnson last year vowed to hire 150 police officers in each of the remaining two years of his term and an additional 150 annually in the four years after that if he is re-elected.

The County Council approved funds for the additional hires, but the department has had difficulty reaching the goal.

The police department has an authorized strength of 1,420 officers, but has had a difficult time rising above a compliment of 1,300.

"We have more crime than Baltimore County and respond to more calls. They have 1,800," Alston told the Gazette this week. "An FBI analysis showed that we really need 2,200."

    U.S. District Judge Alexander Williams sentenced Tyrone J. Lockhart, 30, of Washington, D.C., to 148 months in prison for armed robbery and aiding the use of a firearm during a crime of violence ...

    During the robbery, his accomplice, Anthony Nelson, 27, of Suitland entered the bank where Nelson's girlfriend worked and, with her cooperation, robbed her and another teller of nearly $100,000, according to Lockhart's plea agreement. After Lockhart drove the two away from the bank, they met up with an acquaintance, Richard Botchway, and drove around looking for a hotel where they could have a party.

    When they pulled onto Golden Triangle Drive in Greenbelt, which led to a hotel, Nelson shot Botchway in the head, killing him, according to Lockhart's plea agreement. Both Nelson and Lockhart fled, leaving a hotel employee to find Botchway's body in the car.

    Nelson pleaded guilty to armed bank robbery, using a firearm during a crime of violence, and admitted shooting and killing Botchway. He faces a maximum sentence of life in prison at his sentencing Monday ...

James Pierce, 57, was arrested in Philadelphia Thursday morning. He is being held pending his extradition to Prince George's County. Pierce is accused of killing 48-year-old Towana Lee Folk.

Homicide on Indian Head Highway in Oxon Hill

Prince George’s County, Maryland…The Prince George’s County Police Department has identified the suspect wanted for the shooting death of an Oxon Hill, Maryland man.

The suspect, 21 year old Steven Edward Stewart of the 4300 block of First Street in Washington, D.C., is wanted in connection with the murder of 20 year old Tyrone Jackson who was shot and killed on January 6, 2005 in the 5000 block of Indian Head Highway in Oxon Hill, Maryland.

Steven Stewart is a black male. He is approximately 5’9” and weighs about 140 pounds. He has black hair and brown eyes. A warrant is on file charging the suspect with First Degree Murder.

Anyone with information about the whereabouts of Steven Stewart should call the Prince George’s County Police Department’s Homicide Unit at (301) 772-4925. Anyone wishing to remain anonymous can call Crime Solvers at 1-866-411-TIPS. A cash reward of up to $1,000 is being offered for the tip that leads to the arrest and indictment of the suspect.

PG Taxers: Green and Johnson conspire to raise county taxes without voter approval.

. . . Lawmakers also heard a proposal Wednesday to enact a sales tax in Prince George's County to pay for schools. The quarter-cent tax backed by County Executive Jack B. Johnson (D) and proposed by Sen. Leo Green (D-Dist. 23) of Bowie would raise about $17 million a year. Green's original bill would have raised the sales tax by a full penny, to 6 percent, raising $68 million for schools, but he reduced the tax at the request of Johnson. He also eliminated a provision that would have required a referendum on the tax at Johnson's request. . .

Comments:

1. Prince George's County voters, who already bear one of the heaviest tax burdens in the region, have repeatedly, and without exception, voted against tax increases. Green and Johnson know that, but don't seem to give a damn about what the voters want.

2. Just two days ago, the Times reported:
Meanwhile, Senate President Thomas V. Mike Miller Jr., Prince George's Democrat, said he also has no plans to "broaden the sales tax or increase the income tax." . . .
Was Miller fibbing or is Green out of control?

If Green and Johnson do succeed in overriding the will of the voters, where will the money go? Is there any reason whatsoever to trust that it will actually be spent to improve educational results or deteriorating school facilities?

  • Prince George's County Police Department
    • Good. Most, but not all reports are online on the Police Departments press pages.
  • Examiner/Journal
    • Poor. The print edition can be very difficult to find if you live in a redlined area and do not leave your immediate neighborhood every day. The HTML web edition has almost no content. The PDF web edition is not searchable, not archived, and often not timely posted. The lack of availability is a shame because the Examiner occasionally has superior coverage and analysis. The old Journal, which once had a relatively complete HTML-based site, and the best long-term archives in the region (since removed by the last management), would have ranked on top with the Gazette.
  • Gazette
    • Excellent. The Gazette is the only news source that provided current coverage of every Prince George's County January murder.
  • Post
    • Good. The Post had at least minimal coverage of most but not all January murders.
  • Times
    • Very poor. The Times website has one summary of some of the murders in the first part of January--their coverage of Prince George's County murders is the clearly the worst of local print outlets. I was surprised that they have not used the murder epidemic as an excuse to beat up on Prince George's County's all-Democrat goverment.
  • WTOP
    • Fair to Poor. I had expected WTOP to rank among the better sources, but their coverage was only marginally better than that of the Times.
  • WJLA & News8
    • Fair. They had minimal coverage the majority of murders, about as many as the Post, but with less information.. Their website can be unreliable--Google searches frquently link to pages now missing from the WJLA site.
  • WRC
    • Fair. Slightly less coverage than WJLA. The WRC website, although busy and confusing, is more reliable and somewhat easier to use than WJLA's.
  • WTTG
    • Very Poor. Some murders are covered, but stories are not retained on the website and the site is all but unusable for historical purposes.
  • WUSA
    • Very Poor. On a par with WTTG--few reports, poor search engine.

Education: PG delegates introduce bill to increase school bureaucracy and administrative costs

HB549: Education - Public Schools - School Health Services Program Coordinator

Synopsis: Requiring each county board of education to designate a school health services program coordinator; requiring the coordinator to implement State and local health policies and carry out other specified duties; requiring the county board to grant the coordinator specified authority; and requiring the State Department of Education to conduct specified meetings.

Comment: Every year, milions and millions of dollars of our tax money go to support a huge educational bureaucracy. Neither the shcool system nor our elected official ever present any measurable evidence that the hundreds of coordinators and specialists and supporting staff actually contribute to positive educational results. Now these delegates want to divert even more money away from the real needs of the schools and our children.

What are we getting for our high taxes?

Our tax burden in Price George's County is the highest in the area. Yet we have lousy schools and a high murder rate. What are we getting for our money?

Maryland Democratic legislative leaders say they will not seek new taxes during the current General Assembly session despite a report from their fiscal adviser that the state spends more money than it collects. . . .

Meanwhile, Senate President Thomas V. Mike Miller Jr., Prince George's Democrat, said he also has no plans to "broaden the sales tax or increase the income tax." . . .

Gory Prince Georges: Arrest in Capitol Heights Murder

Examiner (MD), 1 Feb 2005 (Note: This story was posted on the old Journal website, but not on the new Examiner site.
Wayne Ishmael Holder,32,of Landover,was was arrested and charged with the murder of Bruce Salomon,34,of the 1900 block of Rochelle Avenue in Capitol Heights. Police announced the arrest Monday even though Holder was apprehended Jan.27.
