PG legislators who voted to allow Pepco to charge for *NOT* providing electricty

There have been several recent news stories about a Maryland law that allows power companies like PEPCO & BGE to charge their customers for NOT providing service. Foe example:
Here is how current Prince George's County legislators voted on the law during the 2008 session of the General Assembly. Note that this corporate welfare law was supported by almost all the Democrats, including EVERY Prince George's Democrat, and opposed by almost all the Republicans, in both houses.  The legislators who are now the most critical of PEPCO & BGE are among those who voted to make customers reward failure.
