Comment:  I strongly criticized the council for electing Ms. Bland as chair (9 Dec 2008) and vice chair (5 Dec 2007).  Some council members were offended by my criticism.  If her antics embarrass the county, the council members who voted for her and the people who elected them have nobody to blame but themselves.

Prince George's County Council members were unable to vote on legislation to study the impact of building a new 24,000-seat Major League Soccer stadium in Landover for the D.C. United team after Council Chairwoman Marilynn M. Bland (D-Dist.9) of Clinton refused to call a vote Tuesday and called a recess before residents had a chance to speak.

Bland (D-Dist. 9) of Clinton adjourned the meeting about 10 minutes after it started.

More than a dozen residents who had signed up to speak against the stadium were left without a chance to speak to the council when the brief meeting ended.

"This is ridiculous," yelled Ruth Wright, a community activist who said she was disgusted by Bland's departure. "If we're going to sit here and be treated like this, they have lost their mind."

Other residents expressed disbelief at Bland's departure.

"Why would she not have the courtesy to say, 'I know why you're here?'" asked Elizabeth Rivera of Fort Washington. "Her behavior today is really unacceptable. To get up and walk out while we're all sitting here? It's just rude."

Joseph Kitchen of Landover said the abrupt end to the meeting raises concerns about county leaders.

"Dirty tricks like this make me know something here isn't right," he said.

The meeting does little to help the county's reputation in the state, noted Mitchellville resident Brian Austin.

"I'm embarrassed for my county," he said.

More time to sell hospital?

Year after year our elected officials have promised to solve the problems involving Prince George's Hospital.
Year after year they have passed bills and set deadlines.
Now, according to the Post, "And the House agreed the Prince George's Hospital Authority should be given more time to find a private buyer for the troubled county-owned system."
How many more years will this drag on?
How many more times will our elected officials go through this charade before the voters realize that nobody in Annapolis or Upper Marlboro really cares enough to actually get the job done?

Budget deficits and falling tax revenues have forced local governments across the country to find new ways to raise cash, but Prince George's County officials are willing to go the extra yard – literally onto your yard – to pay the bills.

That’s what Clinton resident Mary Kay Calefati discovered when she happened upon a P.G. County revenue agent standing next to her home on March 23 issuing a ticket for her daughter's car – which was parked in the yard, parallel to the driveway.

“I see this man in a black uniform, no identification, standing 60 feet up my driveway, and I was like, 'What are you doing?' ” recalls the 50-year-old unemployed network engineer. “He said, 'I’m writing you a ticket for parking on the grass,' ” she says. “I said, 'What? Here?' And he got real smart and repeated it slowly, 'Parking...on...the...grass.' ”

“Then he got angry and wrote me another ticket,” she says, pointing to the spot where she had parked her car halfway on the narrow street and halfway on her front lawn, another apparent violation.

The total take for Prince George's County? A quick $100.

Stunned, Calefati learned the tickets were the result of a county law passed in 1978 prohibiting parking on grass, even if you own it. Calefati's mother, Nancy Lowery, 71, said the law has never been enforced – until now. “I’ve lived here for 44 years and I’ve never had this happen before. I think it's all about money."

Calefati soon learned she was not the only resident of this suburban community of compact single- family homes a few miles from Andrews Air Force Base who got cited; about 20 of her neighbors got tickets too. "Nobody was happy about it."

Complicating matters for Calefati and her family is the fact that Lowery’s car has been stolen twice, so parking on the street is not an option.

“I don’t want my daughter parking on the street at night,” Calefati says of her 24-year-old daughter, who works in Washington, D.C.

“You’ve had two recent murders in this area. I tell my daughter to park near the house because it’s safer, not because she’s lazy,” she said, referring to the series of shocking slayings of two sets of mothers and daughters that county police said last week may be related.

Not willing to simply pay the fines, Calefati complained to county officials, arguing the revenue authority was overreaching by ticketing a car parked near a driveway. But her pleas fell on deaf ears.

P.G. Revenue Authority Operations Director Troy Thompson said the tickets were part of a new and well-publicized county beautification program.

"Our "stepped-up" enforcement of parking violations is but one component of the County Executive's "Livable Communities Initiative,” Thompson wrote to Calefati in a March 24 e-mail. “In many instances, we combine forces with the Police Department, Housing Department and Permit Department in a task force designed to address all violations of County law in a particular community.”

Thompson did not respond to e-mails sent over the week-end for comment, but Calefati and her family are skeptical of his explanation.

“If they were serious about beautifying the county, they would have held a community meeting and explained the law to us.”

Indeed, P.G. County officials have been scrambling for cash to make up for a growing budget deficit. A push to raise the homestead property income tax cap recently failed during the General Assembly, leaving county officials to fill a $132 million budget gap for the next fiscal year – and Calefati skeptical.

Teen Busted With Pot, $1,900 in Jacket; School employee picked up the smell of marijuana.

A 15-year-old girl at Potomac High School in Oxon Hill has been charged with possession with intent to distribute marijuana inside school property.

According to the sheriff's office, the 10th grader was found carrying 136 grams of pot and more than $1,900 in cash in her jacket Friday after a school employee picked up a strong odor of marijuana.

Since she is a minor, the girl's identity has not been released.

COUNTY EXECUTIVE ANNOUNCES PROPOSED FY 2010 OPERATING BUDGET

UPPER MARLBORO, MD – Prince George's County Executive Jack Johnson today announced his proposed FY 2010 $2.58 billion operating budget.  The proposed budget was transmitted to the County Council for review and final approval.  It must be approved by June 1.
The deterioration of the housing market and associated weakening of other segments of the economy have significantly impacted the County's revenue outlook.  Total General Fund revenue for FY 2010 is projected at $2.58 billion, which is $93.3 million less than the FY 2009 approved budget.  This represents a decrease of 3.5 percent. 
"While we were able to benefit from a strong economy by investing in our communities for a number of years, it is clear to everyone that those times are over," Johnson said.
Due to the downturn in the economy, resulting in less revenue coming in, and cuts at the state level, the county is facing a $113 million budget deficit and had to make several cuts in order to balance the budget.
The county is using several cost cutting measures to close the budget deficit including maintaining the hiring freeze, reducing agency budgets 10% across the board, instituting furloughs for employees, providing no cost of living or merit increases, instituting a reduction in force plan and asking for a waiver for maintenance of effort requirements to the Board of Education.  The MOE waiver would reduce the county's contribution to the Board of Education by $23.5 million.
The proposed budget includes the layoff of 307 county employees, with 170 layoffs in public safety agencies.  This plan would save the county approximately $20 million.
Despite declining revenues, the budget reflects Johnson's top priorities of education and public safety with $1.6 billion going to education and $385 million going to public safety.   Johnson is confident that this level of funding will still allow the schools to have the resources to help student test scores continue to rise as well as allowing the Police Department to build on their successes of 2008, a year in which overall crime declined to 20 year lows.
Johnson is required to submit a balanced budget proposal to the County Council.  Johnson may submit supplemental budgets to the Council during the approval process, if the county is able to secure additional resources.  Johnson said he is continuing to work diligently with legislators in Annapolis to find those resources.
If the resources can be found, Johnson's first priority would be to not layoff any county employees.  From there, he would work to reduce the amount of the furloughs and, if possible, provide a cost of living and merit increase. 
"Despite the significant fiscal challenges we face from the worst national and local economic conditions during the last 70 years, we will continue to implement our vision for strengthening our communities and serving our citizens," Johnson said.

Comment: Ten days ago I asked the question "Public Safety: Jack Johnson's Lowest Priority?"

Today he has answered that question in the affirmative with a budget in which the majority of personnel cuts come from public safety agencies.

Jack can't find money to protect the public, but he does have money for trips to Africa, a royal retinue, and to subsidize multi-millionaire sports moguls.

Beltsville, Md.: Price George's County does try to be a nice place to live in, but I feel it needs to try harder. One of my friends calls PG county Piled Garbage, and it's hard to drive anywhere that you don't see trash in the parking lots, streets, everywhere, so I think it's important that a much higher effort be made to keep it clean and pleasant.
John Kelly: Surely it can't be all that bad? What I do wonder is why nothing seems to change at the top of Prince George's County. There always seems to be a steady supply of stories about questionable political deals, mis-spent public money, etc., but no one ever seems to get punished. Do citizens just not care, or are these stories exaggerated?
