Del. Kelley proposes more school bureaucracy

Plans, task forces, and studies are far more important than actually teaching children!

    For the purpose of requiring the Prince George's County public school system and each school within the county to develop and implement a certain parental involvement plan on or before a certain date; establishing the requirements for each plan; requiring each school to prepare certain parental involvement family kits; establishing the components of each kit; requiring each school to hold a certain meeting at the beginning of each school year; requiring that parent be given certain materials and certain information at a certain meeting; requiring the county public school system to develop and implement a parental involvement grading system; providing for the requirements of the grading system; requiring each school to publish a volunteer resource book based on the results of a certain parent survey; providing for the requirements of the volunteer resource book; requiring the principal of each school to designate a certain staff member as a parent facilitator; requiring the parent facilitator to organize certain staff training; requiring the State Board of Education to require at least a certain number of hours of parental involvement staff training as professional development each year; requiring the county school system to develop a teacher evaluation for parents to complete; and generally relating to the development of parental involvement plans in elementary and secondary schools in Prince George's County.

    For the purpose of establishing a Task Force to Study Implementing a Parental Involvement Grade in Public Schools; providing for the compositing of the Task Force; requiring the Governor to appoint the chairman of the Task Force; requiring the Department of Education to provide the staffing for the Task Force; prohibiting members of the Task Force from receiving compensation but entitling members to reimbursement of expenses under a certain law; requiring the Task Force to study and make recommendations regarding the feasibility of implementing a parental involvement grading system in the State’s public schools including certain information; requiring the Task Force to submit a certain report to the Governor and certain committees of the General Assembly on or before a certain date; providing for the termination of the Act; and generally relating to the Task Force to Study Implementing a Parental Involvement Grade in Public Schools.
