PRINCE GEORGE'S County's all-Democratic delegation in the state legislature includes some talented freshmen; journeymen of varying quality; and a few old lions, some of whom haven't quite realized that the 21st century dawned a decade ago. The contested Democratic primaries on Sept. 14 -- there are no contested Republican primaries in Prince George's -- include some promising first-time candidates who could help determine how much clout the county wields in Annapolis at a time of dwindling state funds for public schools and social services....

In an endorsement editorial with conclusions very similar to the Gazette's, the Post editorial endorsed 24 General Assembly candidates, 17 of them incumbents of the office sought.  In one case the Post endorsed an incumbent delegate seeking to unseat an incumbent senator.  In three cases the Post endorsed newcomers seeking to unseat current delegates.

The Post praised some accomplishments of most incumbent, but, unlike the Gazette, did mention the failures of a few: two because of ethics problems; two labeled as "have been less than stellar lawmakers;" and one because of the specifics of his record.  The Post did not mention the recent flap about the faux football carrer of one incumbent it endorsed.  The Post did not mention how the incumbents have contributed to the state's financial problems despite raising taxes, nor did the Post even discuss the problems related to Prince George's Hospital that remain unresolved despite many years of promises and posturing by the incumbent elected officials endorsed by the Post.  The only mention of the hospital was part of the Post's attack on incumbent Senator Exum.

Gazette endorses the status quo; rejects change in Annapolis

Securing state leadership; General Assembly elections will play large role in county's ability to overcome economic downturn.

The tight economy has put an increased focus on the General Assembly, with Prince George's County lawmakers trying to address critical problems such as the record rate of housing foreclosures and seeking additional state funding to lessen the impact of county budget shortages that are affecting everything from education to public safety.

The ongoing dire financial situation makes selection of the county's state representatives more critical than ever. The following candidates represent those who are best qualified to make the most of available resources, collaborate to effect needed changes and possess sound strategies to improve the county.

The Gazette did not endorse in Senate Districts 21, 22, 25 and 27 or in Delegate Districts 21 and 22 where seats are uncontested.

The Gazette editorial endorsed  24 General Assembly candidates, 18 of them incumbents of the office sought.  In two cases the Gazette endorsed incumbent delegates seeking to unseat incumbent senators.  In only one case did the Gazette support a newcomer over a current member of the General Assembly. 

The Gazette praised some accomplishments of almost every incumbent, but virtually ignored their failures.  For example, there was no mention of how the incumbents have contributed to the state's financial problems despite raising taxes or little concern for how problems related to Prince George's Hospital remain unresolved despite many years of promises and posturing by incumbent elected officials. 

In almost every case, the Gazette's "reason" for rejecting newcomers was a knee-jerk statement "lacks the necessary experience", or "lacks legislative experience" or "lacks leadership experience."

In the few cases where the Gazette endorsed a newcomer for an open seat, and the one case where the Gazette rejected an incumbent--Kris Valderrama (D-26)--the favored newcomers' records of experience don't seem much different from those of many challengers in other races who were judged as lacking experience. 

Finally, I can't help wondering why the Gazette mentioned the names of the two Republican candidates for delegate in District 27A, but completely ignored the Republicans running for delegate in Districts 21, 23A, 26, and 47, as wells as the Republican running for senator in District 27--carelessness or bias?

Rushern Baker on school funding and class sizes

Rushern Baker, who claims to be running for County Executive, not Board of Education, writes:

class sizes in Prince George's County Public Schools will increase on average by two students. Why? Our school district ranks 24th out of 24. Why would we opt to increase class sizes?

Baker seems to be suggesting that our schools rank last because of large class sizes.  But, less than honestly in my view, Baker does not cite any evidence that class sizes are responsible for our low ranking.  Nor does he provide any information for the reader to determine how our schools rank on class sizes.  Why not?  Are there school districts with larger class sizes that still perform better than ours?

Baker also "has promised not to furlough or lay off teachers due to budget cuts."

But he does not provide any information about how he plans to keep such a promise.  Compared to the size of the school budget, there is little else left to cut anywhere in the county budget.

The school system already consumes a very large percentage of the county budget.  Funding for schools has increased year after year (remember we were pomised that the lottery was going to solve school funding problems), but increased spending has NOT brought improved school performance.. 

We currently have just about the highest tax burden in the state.  Just how will Baker finance his promises--through punishingly high tax rates that will drive out businesses, lead to reduced retail sales and cripple our economy? 

Although Baker is apparently the least bad candidate of of a very bad lot, he seems more like a snake oil salesman than a potential responsible fiscal manager.
